Missed it?

I'd like to know how Osean intelligence could have missed the developement of this submarine and it's sister ship?Also why would the Osean's build a force of carrier and not develop anti-submarine capabilities to protect their carriers?Thunderbolt251 (talk) 07:18, October 24, 2013 (UTC)
